Others just randomly appear on a court docket waiting for someone to notice.
In the later category, MLex recently noticed an FCPA enforcement action against Carlos Leopoldo Alvelais Alarcon.
The court docket contains some information, but not much.
This much is known.
On October 23rd, Carlos Leopoldo Alvelais Alarcon appeared before Anne Berton a Magistrate Judge (W.D. District of Texas – El Paso Division) and pled guilty to Count One of a Felony Information charging him with Conspiracy to Violate the Foreign Corrupt Practices Act pursuant to a Plea Agreement.
The Magistrate Judge’s report and recommendation accepting the guilty plea and recommending that a judgment of guilty be entered states that “there is a factual basis to support the plea of guilty.”
An October 10th docket entry refers to an Information and Plea Agreement, but those documents (as well as several others) are under seal.
On October 24th, Judge Kathleen Cardone (W.D. Texas – El Paso Division) approved and adopted the Magistrate Judge’s Report and Recommendation and ordered that the Carlos Leopoldo Alvelais Alarcon’s guilty plea be accepted.
The docket report indicates that Carlos Leopoldo Alvelais Alarcon is to be sentenced on January 8, 2026.
